Que prévoit le traité mondial sur la haute mer, qui entrera en vigueur le 17 janvier?

Longtemps restée sans protection spécifique car ne relevant d'aucune juridiction nationale, la haute mer (ou eaux internationales) concentre pourtant une biodiversité essentielle, aujourd'hui fortement menacée par l'activité humaine et les changements climatiques. Un traité mondial, connu sous le sigle "BBNJ", entre en ce début d'année en vigueur pour freiner sa destruction et sa surexploitation.
