I was very surprised to see oracy not mentioned, in view of what the government have said about it and Peter Hyman's influence.

To deduce meaning of a new word from text you need to be able to read 95 per cent of the other words. So weaker readers need audiobooks and being read to in order to grow their vocabulary.
