I don't think they caused "panic," but definitely were still bad for consumers and environment (Biden tarrifs continued targeting imported solar tech). The historical lookback at this time will refer to these past 8 years as the Trump-Biden tarrif regime

The Biden administration maintained most tariffs, except for the suspension of certain tariffs on imports from the EU, the replacement of tariffs with tariff-rate quotas (TRQs) on steel and aluminum from the EU and UK, and the expiration of the tariffs on washing machines after a two-year extension
