the killer very clearly shot the victim from the side of the vehicle as it was passing by him.
clearly he did not feel like he was being threatened as he also didn't make any attempt to step back as the car took off. he just felt like murder was the correct punishment for impeding them for 30 sec.

People are being put in terrifying situations. They are being put in those situations by lawless, untrained, armed ICE Agents and other rouge masked men. This is not an isolated instance and there is absolutely no doubt that it will happen again.
