Dont forget, federal grants come with explicit, plentiful rules on how $ must be spent with extensive grant reporting requirements to ensure compliance (federal funding isn't a free for all with no strings attached). The feds can already evaluate grants thru grant applications w/o this chaos.

Wonder what makes some dogs interested in watching TV and others not. My daughter's dog (the Bouvier below) will watch and respond to TV; my golden retriever ignores it completely.
