At least in the show, Azula got done dirty. Intentionally. It's the central tragic piece of her character arc in it. I think the main way in which she actually, meaningfully got done dirty is that, in a way, a big part of her function is to make a different character look better by contrast.

Azula is a bit of an odd duck because fulfilling Zuko's martial and political potential and missing his moral growth is kind of her whole thing, and Ember Island and her breakdown strongly imply that her ruthlessness is not some immutable quality. Roads not taken are a huge theme for her.

They're both powerful.
