Supporters of SEPs would say - not without some justification! - that they play a critical role in the fair evaluation of novel, emerging, and/or interdisciplinary topics that are not generally appreciated by the reviewing community, as well as a venue for reviewing structurally complex programs

I am not sure I would say that the task of review at the ICs and CSR was as different as apples and oranges; I rather think the task was pretty fundamentally the same.

Regardless, I think we can all agree the process that led to consolidation was suboptimal.
Regardless of whether centralizing review was a good or bad idea, the process that led to this rushed decision was terrible.

The fact that Memoli did not bother to reach out to institute directors or review staff to get their input is a problem.

He should have heard perspectives such as this.
Great thread on why centralizing review was a poor management decision.

I would add that we often used “in-house” review for major initiatives that had unique review needs.

They had a fundamentally different task than CSR. Comparing apples to oranges.

And one reason that federal funding agencies became such a huge target in Project 2025 were the evidence-based efforts that were (slowly) shifting policies so that this public good would actually fund scientific research that included and benefitted all Americans, not just white cis men
