Like everything else the Mango Moron does, it's a scam. Follow the money. Someone shorted stocks prior to the announcement, and rich guys will buy low. He'll reverse the tariffs after the money is made, claiming that some group asked him to reconsider. He's manipulating the market to his benefit.
