He mediates some conflicts while instigating others. My theory is that:
a) his cognitive decline makes for confused policy
b) he just likes causing trouble
c) whiplash on tariff policy didn't work so he's trying it again hoping for better results, here.

This is a compromise bill. It makes me very nervous to compromise such important and necessary items, but we are dealing with intransigence Republicans who put the wishes of #TheSelectandPowerfulFew over the taxpayers who gave them office, temporarily.
