Great article! My take is that more needs to be done to increase awareness among authors. In Open Science community engagement, we always see/learn of the lack of knowledge around licensing. And now with the advent of LLMs, CC-BY could easily be abused.

Combined digital record is not a bad idea but PM Kier Stammer's use of it as a solution to illegal working is DUMB. It demonstrates that the Prime Minister is now an elite with no clue whatsoever how ordinary society works, while running scare of Reform.
