This does not reconcile. The ICE agent who shot the unarmed woman today walked away from the crime scene, got in a car, and drove off. He was not in any way injured in the video.
Noem is creating propaganda to inflame people whose news outlets will never show the scene.

I have two mothers with Alzheimer's/Dementia.
They don't remember what they did two days prior, and they don't recall what they said. Everything is "in the moment." Who are you? Why are we here? Where is xxx? And also "I don't want, I don't care." Trump no longer knows. His strings are pulled.
