This is a ULL 21". The brand and size are very random. They're like a more premium Unique brand.

Just a heads up to anybody ordering balloons... Don't buy anything Gemar branded. They are horrible and never get to their rated size. The one in the photo is supposedly 19", but barely gets to 17".
