Of course people often don’t value them enough to pay for them but that is the argument that needs to be made
There’s an opportunity to tie this in with the budget. Want prisons, policing, the BBC, NHS, social care, transport, housing, councils to work?

At the zoo watching penguins. In the water they are superb, on land very severely disabled. Context is fundamental. I have had two fascinating conversations in last couple of days- started by people challenging why I was cycling in the park. When I am on the trike I am like a penguin in the water
