Is Larry mad that the emergency response to a horrible incident is very large? I'm hoping he just doesn't know what excessive means and he meant substantial or something similar.

I think the nuisance property enforcement budget was cut IN HALF. So I don't know if they can claim that their current strategy will continue to be successful when council has just cut the legs out from under it. #yqrcc
