This *entire* episode is all of the evidence anyone should ever need, regardless of their politics, for why it's important to have experienced career officials in key government positions (like U.S. Attorney), rather than partisan cronies (unlawfully) appointed solely to do the President's bidding.
The facts are complicated, but here’s a summary of what appears to have happened based on the filings and today’s hearing:
NEWS: During a hearing in federal court in VA, prosecutors confirmed that the operative indictment in the case against James Comey was never shown to or voted on by the entire grand jury before it was presented in open court.

Defense counsel argued that’s a complete bar to further prosecution

Instead, the foreperson and Halligan signed it, and it was handed up in open court.

The result is that the operative indictment in the Comey case is one that the grand jury did not actually vote on.

Halligan’s office then drafted a new, two-count indictment that removed Count 1 from the original indictment presented to the grand jury.

2. After deliberations, the grand jury foreperson informed the EDVA grand jury coordinator that there were not enough votes to indict on Count 1 of the three-count indictment.

However, the entire document was then marked as though the grand jury had declined to return an indictment on all counts.

Today there was an attempted ICE raid in Bensonhurst & community members showed up. Even though NYPD collaborated with ICE by trying to disburse the crowd; community members stood their ground & ICE left without kidnapping a single person per the rapid response groups I'm on. We protect us!

He believes that will entail having people testify, but is asking the parties for their positions.
