update: leasing office found it in a stairwell along with a number of other objects swiped from people's doorsteps. I guess the thief had a change of heart?

so I found out what the fucking deal was with that $900 medical bill and it is a very very very delayed bill from top surgery, because apparently the payment I made back in March was for the anesthesiologist but not the hospital itself. which is a separate bill. so I am def on the hook for it.
