But in my view this is just such a case ... preferable from the children's perspective if [the recorder] had been able to identify the perpetrator of the bite marks, [but] she was unable to do so

conversations with passers by yesterday: schools aren't coping; surprise that local authorities ALREADY KNEW when children came out of school (?so why register?); judgment very much swayed (for good or bad!) by the 1 or 2 home ed families chanced to come across personally in past #HomeEducation
