As noted in the replies this faces long odds against the Byrd rule, but giving Trump + Vought this power would have ruinous consequences. It's a one-way ratchet that would be used to obliterate whole agencies and upend the structure of government—all without input from Congress.
It seems like § 90107 of the HSGAC reconciliation text takes the unitary executive theory to its most extreme. It would allow the White House to abolish independent agencies and combine their functions into other agencies. It could even allow for the creation of one giant agency. 1/

Next week, the House will vote on a pair of giveaways to banks and digital payment apps that already passed the Senate.
