In 2019 Trump signed the Preventing Animal Cruelty and Torture Act which makes acts of animal cruelty punishable by fines and/or jail time. Yet he plans to nominate Krist Noem, who admittedly shot her own dog (who does that?!), to the position of Homeland Security Secretary?
