Since we're casting blame, why does no one ever fault the morons and grifters who keep putting infrastructure and lives at risk in a well-known hazardous floodplain? The 1987 Guadalupe flood killed 10 teenagers and injured 33 when a bus and van leaving a church camp encountered the flood waters.
