I'm starting to think that Trump's targeting of American states/cities led by Democrats is him trying to exact retribution against VOTERS for voting against him.
Considering Trump's attacks on groups and institutions critical of him (media, universities, protesters), it would fit his pattern.

The US Senate has passed a resolution restricting what Trump can do in Venezuela without Congressional approval. The measure now moves to the US House.
