Americans who say "the Dems are as bad as the GOP" suggest they're equally corrupt, ineffective, or harmful.
Those equating the 2 parties exhibit a form of privilege—social, economic, or legal safety.

Because DHS is a Cabinet-level department created by Congress, its "dismantling" or fundamental restructuring requires new legislation (which requires a cooperative House and Senate) and, crucially, a President willing to sign it.
