Even the President now says he wants the Senate to pass the Funding Bill by using what he calls the “nuclear option”, ending the filibuster rule in the Senate. But a simple majority of the Senate, could “waive” the “cloture” rule for this single issue.

Senate Republicans could pass the Funding Bill without a single D vote, waive ‘cloture’, and would not have to end the “filibuster” for all time. ‘Cloture’ is nothing more than a Senate rule, which the majority can change in whole or in part. No Constitutional provision or law mandates Senate rules.

Senate Republicans could end the Government shutdown and could have at any time, with a simple majority, without a single Democrat vote, by waiving the “cloture” rule. Rs have done so many times, i.e. - budget reconciliation (Trump’s BBB), & bulk judicial & cabinet appointments.
