Congress of the United States Washington, DC 20515 January 9, 2026 The Honorable Marco Rubio Secretary of State U.S. Department of State 2201 C Street NW Washington, DC 20520 Dear Secretary Rubio, We write to strongly oppose the unauthorized use of military force in Venezuela and threats from the President and administration officials alluding to U.S. military action inside Mexico without Mexico's consent and without congressional authorization. President Trump has falsely claimed he could legally order military action against Mexico without congressional authorization. In a January 3, 2026, interview with Fox News after the illegal strikes against Venezuela, President Trump asserted that "the cartels are running Mexico... we have to do something." When asked in a December 9, 2025, interview with Politico whether he would consider taking action in Mexico, he replied "Sure. I would." Unilateral military action against Mexico would be disastrous. Mexico is America's number one trading partner and critically important security partner with whom we share longstanding familial and border connections. Under President Claudia Sheinbaum, Mexico has dramatically increased its cooperation with the United States. Any unilateral military action would violate Mexico's sovereignty, and tarnish the new era of cooperation that Mexican President Claudia Sheinbaum has ushered in. The impacts of military action on American business interests would be far-reaching. U.S. foreign direct investment into Mexico surpassed $14.5 billion last year. More than one million American jobs are tied to cross-border commerce, and over five million U.S. jobs depend on commerce with Mexico.* Military action would also undermine our decades-long effort to address shared security interests, particularly those posed by transnational criminal organizations (TCOs) that traffic guns, illicit drugs, people, and more across the U.S. border. Over the past 20 years, the United States has launched programs to sup… February, Mexico extradited 29 individuals sought by the United States for alleged cartel ties— one of the largest extraditions in the country's history. In August, Mexico again transferred 26 inmates suspected of holding senior roles in some of the nation's most powerful drug cartels, marking the second major extradition of the year.® No doubt Mexico still faces political and rule-of-law challenges that threaten its progress. Yet, with renewed efforts of President Sheinbaum's government, Mexico has bolstered intelligence for fighting organized crime; significantly reduced homicide levels; overseen the largest seizure of fentanyl in Mexico's history; and worked with the legislature to ban the production, distribution, and acquisition of fentanyl and its precursor chemicals.? U.S. policy should recognize this renewed progress and that our bilateral cooperation with Mexico is increasing enforcement capacity and getting results. Any unilateral U.S. military action inside Mexico without Mexico's consent would destroy trust, eviscerate cooperation with Mexican authorities, and make it harder to keep drugs out of the communities we represent. At a time when we need to build trust and work with our allies in the face of global competition, we urge the Administration not to undertake unilateral, kinetic action that could violate Mexico's sovereignty, increase the flow of migration as Mexicans seek safety, disrupt business that supports large swaths of the U.S. economy, or undermine the security progress we have made together. I can't describe how bad Minneapolis feels right now. My neighbors are pulling kids out of school. The public schools are offering remote learning until 2/12. We are having conversations in our alleys about how to protect ourselves. It feels like a military occupation with a blockade.

Fifth St., Room 330 Minneapolis, MN 55415 Dear Governor Walz and Mayor Frey, It is my responsibility as Secretary of Agriculture to ensure sound stewardship of taxpayer dollars by climinating fraud, waste and abuse in all programs funded by the U.S. Department of Agriculture (USDA). The widespread and systemic fraud associated with federal benefit programs in the State of Minnesota and the City of Minneapolis demonstrate an inability to handle federal resources without additional oversight and accountability measures in place. During your tenures as Governor of Minnesota and Mayor of Minneapolis, numerous non-profits and businesses have defrauded the federal government in what a federal prosecutor in Minnesota called "a staggering, industrial-scale fraud".! Most notably, a Minneapolis-based nonprofit— Feeding Our Future defrauded U.S. taxpayers of nearly $250 million in federal funds given to them by the Minnesota Department of Education.? This fraud scheme involved USDA funding provided to the State of Minnesota to feed hungry children under the Child and Adult Care Food Program (CACFP) and the Summer Food Service Program (SFSP). As of late November, 78 defendants had been charged in what the Department of Justice characterized as the largest COVID-19 fraud scheme in the country? This necessitates federal action to protect taxpayer dollars until adequate safeguards can be established. Despite a staggering, wide-reaching fraud scandal, your Administrations refuse to provide basic information or take common sense mcasures to stop fraud. In fact, rather than conlin your SNAP rolls are accurate to prevent continuing fraud, you asked the courts to block USDA's directive to recertify the State's SNAP recipients. Recent news reports also emerged that the Minnesota Department of Human Services repeatedly reported incorrect information about SNAP to the federal government.? The Trump administration refuses to allow such fraud to continuc. Therefore, because of your failed Icadership and abysmal financial management oversight, 1 am notifying you that, effective immediately, I am suspending payments on all active awards and any future awards from USDA to the State of Minnesota and the City of Minneapolis, currently totaling over $129.18 million. Within 30 days, you shall provide USDA with payment justifications for all federal dollar expenditures from January 20, 2025, to the present. Going forward, all transactions on awards to the State of Minnesota or the City of Minneapolis will require such payment justification. If those payment justifications are not received, awards will remain suspended. While your Administrations have turned a blind eye to documented fraud, the Trump Administration has made clear that fraud, waste, and abuse are unacceptable. The American people deserve to know that their taxpayer dollars are helping those in need-not criminals. …

Just to be clear, Bernie Sanders and Josh Hawley proposed a bill in the Senate a year ago, along with AOC and Luna in the House, to cap interest rates on credit cards at 10%. It is nice that Trump has suddenly decided to get on board with it in an election year.

I am not sure how much people realize the importance of clear, objective data in the running of a democracy and economy. Those who depend on disinformation and deception to achieve economic and political power will naturally work to suppress scientific evidence and reliable statistics.

Canada in particular has troops positioned in Europe near Russia, despite its own vulnerability. It is time for NATO to prove by action that it is in fact a transatlantic defence organization given the threat Canada faces from Trump and his administration.
