What would you call a cell phone that doesn't have a phone plan or sim card. Its just used for the apps on WiFi. Its like an ipad but a lot smaller. Seems weird to call it a phone

Canada's Prime Minister should be bilingual, be a citizen of only Canada, hold a security clearance, not convicted of any crime, have at least a high school education, and works well with others. Bonus for higher education and effective experience in politics.
