Irrespective of your politics, this saves money, creates jobs, on-shores technology capacity, and should be considered by all states (why California has not done this already is a mystery).

That is a key: the industry-regulatory bond is tight in @chinadigitaltimes.net - short-term
benefit possible long-term concern?

The related question is over cost dynamics: these are overnight costs and those of operation of young plants very different from later in life and of course at end of life
Interesting article in Nature suggests China has driven down nuclear power plant costs and kept them stable over two decades, beating the "cost escalation curse" with local supply chains and standardized designs.

I wonder how much is transferable to other country contexts.
