In the autumn of 1890, Vaughan Nash introduced Hugh to Tom Mann of the Dockers Union with another Unionist, Harry Nicholls, and together they worked in the countryside of Oxfordshire, Berkshire and the Home Counties, drumming up membership for an Agricultural Labourers Union.

National Agricultural Labourers Union delegates drawn from all over England met at the Union ‘conference’ in June 1874
Were observed by a reporter from The Times who thought that most were agricultural labourers ‘and a large proportion of them were local preachers amongst the Primitive Methodists’.

Dorset labourers’ wages were notoriously low from at least the 1790s, and these low wages were at least part of the cause for the ‘Captain Swing’ riots of 1830. Falling wages were the spur for the Dorsetshire Labourers (the Tolpuddle Martyrs) to set up a tiny trades union in 1834.

National Agricultural Labourers Union conference 1874 discussed the admission of women. ‘It appeared that in many branches they had already been admitted’, the delegate (Worcester) stated ‘We have found that women are the best of men, & that many a woman is worth three men’ to the Union.

William G. Codling of Briston, forced to earn his living as a peddler after losing farm work through union activity, became a Parish & Rural District Councillor, 1919 won a sensational Norfolk County Council victory over Lord Hastings. A union “walking delegate,” he retired in 1928, died April 1938
