The omission here is that there are upcoming amendments affecting police budget. If 316=316, then preliminary means preliminary.
For those who may not know:
The City approved a preliminary 2025-26 budget including 316m for police.
Last year, Council approved a 295m PPB budget (see link).
That's a 21m increase from last year to this year. This 7+% increase exceeds both inflation AND my amendment improving police healthcare.
