Everywhere I have seen them available, it has been free and take as many as you need. If you see someone with a whistle, they probably have at least one to spare because above all, you form a crowd and you stay loud. Never let ICE think they're not being seen.

Yes!! This is assuming they have sent some back out, but even IF it's true, there are still roughly 2,000 agents. Either way, there are still so many and the gesture feels like it has succeeded in what I assume was part of its goal: making people think they're deescalating.
