I am saddened by the death of Charlie Kirk. We should be better than this.

Froh : I would like to call a vote now on the motion as amended.

The vote on Froh's amended motion passes.

Turnbull : Isn't happy with how this is playing out because of procedure, as it feels hostile to hijack Froh's quick motion.

Turnbulls amendment to the amendment to the motion to amend the budget cut fails

Council is largely agitated that there was such a quick motion.

Admin just had to correct the mosquito number : #YQRCC
May 21, 2025 at 10:55 PM
Bachnynski : I would respectfully ask if councillors would look at the amendment and see if it is palatable. I ask if anyone has questions on this menu of options here.

Mancinelli : This amendment is up if it fails, and then the preceding fails, then we can go line by line?
May 21, 2025 at 10:54 PM
Froh : To councilor Turnbulls amendment to the amendment, it does not require my consent yes?

Bachynski : "Just a seconder"

Nichol : Suggests a 5 minute recess to discuss a procedure here with the clerk.

Procedurally this meeting is getting a bit off the rails. #YQRCC
May 21, 2025 at 10:52 PM
Turnbull : A B C 50% D 50% E 50% G, H, I, J, K.

Turnbull : Can we partially cut from these buckets.

Admin : Yes, but you have to be cognizant that partial cuts will need to come from somewhere else.

Turnbull : She has a different list too.

Bachynski : If she has an amendment put it forward. #YQRCC
May 21, 2025 at 10:48 PM
Nichols : I recommended it (light the lights) be removed, it is an important event, along with others, he was not in charge when it was on the list to begin with and removed it.

Turnbull : I have a question, would any of these items effect any of our accessibility upgrades.

Admin : No this would not effect any accessibility improvements.

Turnbull : How about work improvements?

Admin : No.

Turnbull : Light the lights was on now it is not?

Froh : Thank you tsiklis allowing this to move forward as a friendly amendment, I think these provide the best balance of cutting without losing services, and allow us to get through this FY unscathed. I would recommend we ask our questions and ideally we look forward and pass it. #YQRCC
May 21, 2025 at 10:44 PM
Bachynski : Because we allowed a friendly amendment, another audible, we can now ask questions based on this proposed list, once that debate is done we will vote on this list as shown on screen. (Mosquito should be 44K savings) for 1.55m.

#YQRCC
May 21, 2025 at 10:43 PM
Bachynski : If there would be interest of that savings or not.
More mic off procedural discussions.

Froh : perhaps we just let the motion be voted on and if it passes it passes. Then we can go line by line. #YQRCC
May 21, 2025 at 10:42 PM
Bachynski : I'm going to call an audible, I think there are things we might be aligned with and some we are not, so I think we should go in and go down to figure out what will be amicable by folks. I think it'll be quicker if we just go line by line and do a hand vote to see if there would be....
May 21, 2025 at 10:40 PM
They are sorting out the details of how froh's amendment should look, some off mic stuff, a lot of council doesn't really want to be stuck in council all night going over each option.

The options are clear, we all know.
May 21, 2025 at 10:39 PM
Mancinelli : Wants to go line by line because he might have some different interest. makes a joke about being in line at china doll.

ABCDH

Carbon tax, Utility cost, Transit, Technology capital projects, External and professional services budget.
May 21, 2025 at 10:35 PM
Froh : Adds partial of Item I : Consulting services budget from 80,000 to 44,000.

Admin : Mosquito control says that the already late start to the season means they can cut their budget by 44,000 with zero consequence.

#YQRCC.
May 21, 2025 at 10:33 PM
Froh : Advances item A, B, C, E, F, G, J.

Carbon savings, Utility cost savings, Reduce transit transfer by 500k, defer facility upgrades and retrofits, Custodial, SCADA.

It falls 44,000 short of the required cut.

So no play by play needed here really :
Same list of options. mosquito control would be done by dropping out of town control zone circle around the city, and reducing delivery by running april 28th to september long weekend rather than longer. #YQRCC
May 21, 2025 at 10:24 PM
Admin : Nat gas has been trending down beyond what you'd see from just the weather, but from based on their usage data they can further cut natural gas usage budget by 100k based on usage, it could vary but it's based on actual usage.

cutting 6.2 million dollars into the transit reserve.
May 21, 2025 at 10:18 PM
Mr Schizler : The carbon tax applied to electricy and natural gas was in the budget, as of april 1st removed resulting in significant savings, based on expected electricity and natural gas, expecting normal weather to recent years, approx 600k.

Bachynski : line by line let's do it. #YQRCC
May 21, 2025 at 10:13 PM
Froh : if we have a list of items that should be palatable, in the interests of time if we have a proposal...

Bachynski : In the interests of transparency and public interest and public record we should let administration go over it #YQRCC
