[In 1326, Ibn Battuta, who visited Mamluk-era Damascus, describes the city’s waqfs (foundations):]
"It is impossible to enumerate all the waqfs in Damascus and their revenues—there are simply so many of them. For instance, there is a waqf for those who lack the means to undertake the pilgrimage (Hajj). Those who wish to go but are unable to do so come here, and they are provided with sufficient money and provisions to visit the Kaaba.
Another waqf serves the daughters of poor families by providing their dowries. Yet another was established for the emancipation of captives and slaves. There is also a waqf dedicated to travelers: not only are their needs for food and clothing met, but all the necessary expenses they will incur until they reach their homelands are likewise covered.
Another waqf is devoted to the repair of roads and the maintenance of pavements. Indeed, on both sides of the streets of Damascus there are well-kept pedestrian sidewalks. Beyond these, many more waqfs have been founded for a wide variety of charitable purposes.
One day, as I was walking along one of the streets of Damascus, I saw a young slave who dropped and broke a glazed ceramic plate—called sahan by the local people—that he was carrying. A crowd gathered around him. One of them said, “Brother, gather the pieces of the plate and take them to the administrator of the waqf established for this matter.” After collecting the fragments, the slave went with the man to the waqf administrator. When the administrator saw the broken pieces, he counted out the value of the plate and handed it to the slave. What a beautiful and gracious act! For the slave’s master might otherwise have beaten or rebuked him for breaking the plate, and the poor child’s heart would have been wounded.
