The EU should use its leverage over Israel to uphold the international legal order upon which the EU itself depends. Years of inaction have resulted in Gaza’s destruction, leaving the EU’s regional reputation in ruins.

By using Article 122 to overcome veto threats, the EU has built a workable prototype for large-scale foreign policy financing — without loading national budgets upfront. National guarantees, buttressed by the EIB, can shore up the funding.

If some member-states fall short, the EIB’s underused balance sheet is a credible backstop for the Ukraine reparations loan. Make this work & the EU won’t just keep Ukraine in the fight it will harden the fiscal-financial plumbing needed for crises ahead.

Ukraine needs €135bn in funding for 2026–27 alone. But Common borrowing and using the ESM is blocked by unanimity. Bilateral loans hit national debt. The reparations loan isn’t only clever finance — it’s the only option left.

Since 2022, the US has been Ukraine’s largest single donor (€114.6bn since 2022). That’s ~2× the EU, 5× Germany and 17× France - although Europe has done more collectively.

Still, Ukraine needs €135bn for 2026–27 alone and there's no easy path without US funding.
