This is a standard cop maneuver for setting up an opportunity to get away with murder. They stand slightly in front of a car to claim they "feared for their life," but also far enough to the side so they're never in any actual danger. Once the car moves they open fire & claim they had no choice.

The shooter was off to the side and not in danger of being run over. He was not defending himself and deadly force isn't justified just because someone flees.

ICE is using the same “weaponizing the vehicle” language as the agency used when ICE officers surrounded a car in Chicago and shot a woman. As was the case in Chicago, the truth is far different than ICE’s account.
