If the US did attack VZ:

1) US military doesn’t seem to be responsible.
2) Supposed domestic legal basis would be Article 2.
3) Would violate Article 2(4) of the UN Charter (and by extension POTUS’s obligations under Take Care Clause.)
4) Could mean an international armed conflict exists with VZ.
