Russia says Zelensky’s 20-point peace plan is radically different from version discussed with the U.S.
Russia’s Deputy Foreign Minister Sergei Ryabkov accused Kyiv and the EU of trying to derail a peace deal for Ukraine. The Russian government alleges Ukraine intends to “torpedo” negotiations on a US plan to end the war in Ukraine. The revised version of the US plan unveiled by Ukrainian authorities a few days ago is “radically different” from the text Moscow discussed with Washington, Ryabkov said on Russian television on Friday, December 26. “Ukrainian social media carried links to a 20-point plan. We know that this plan - if it can even be called a plan - is radically different from the 27 points we worked through with the American side in recent weeks, starting in early December,” Ryabkov said in an interview on the program “60 Minutes.” According to the diplomat, Ukraine and its “sponsors, particularly in the European Union, who are not aiming for an agreement, have doubled their efforts to torpedo it”. “Without properly resolving the problems that are the root cause of this crisis - without that, there will be no path to a final agreement,” Ryabkov emphasized. He added that any proposals must remain within the parameters set at the summit between US President Donald Trump and Russian President Vladimir Putin, held in August in Alaska. Ukrainian President Volodymyr Zelensky on Wednesday, after talks with US representatives, presented a new version of the American plan to end the war. The revised 20-point plan calls for freezing the current front line. The document omits two of Moscow’s key demands: the withdrawal of Ukrainian forces from Donbas and a legally binding renunciation by Ukraine of NATO membership. Meanwhile, Zelensky told reporters on December 26 that the 20-point peace plan to end the war in Ukraine is already 90% prepared. “Our task is to make sure everything is 100% ready,” he said, noting “it’s not easy.” The Ukrainian leader said that at a planned December 28 meeting with US President Donald Trump he intends to discuss a package of documents related to security guarantees for Kyiv, as well as territorial issues and economic development, RBC-Ukraine reported. Zelensky also said he plans to raise the issue that Moscow is not showing a willingness to sign the peace plan. “Russia is constantly looking for reasons not to agree. … If Ukraine shows its position—it is constructive—and Russia, for example, does not agree, that means there isn’t enough pressure,” the Ukrainian president said.

Coal shortages leave six Yakutia districts freezing as temperatures plunge to -40C
Six districts in Yakutia are teetering on the brink of freezing as coal runs out at local boiler plants, a crisis compounded by extreme weather. With temperatures plunging and fuel stocks dwindling, thousands of residents in Russia’s Yakutia are being left without heat, turning the situation into a full-blown emergency. Serious heating troubles have hit six Yakut districts as coal reserves at district heating plants rapidly run dry, reports the news outlet Important Stories. According to the regional Housing and Utilities Ministry, fuel shortages have been recorded in the Ust-Aldansky, Churapchinsky, Tattinsky, Megino-Kangalassky, Amginsky and Gorny districts (uluses). Coal reserves there are near critical minimums, and rapid replenishment has so far proven impossible. The crisis is intensifying as air temperatures drop to -42 degrees. Officials say the core problem is financial: utilities responsible for heat supply have accumulated debts and are unable to pay coal mines and transporters on time, triggering supply disruptions. Local authorities are urging calm and say they expect assistance from Moscow in the form of federal subsidies that would allow utilities to settle arrears and restart coal deliveries. Residents are flooding social media with complaints about freezing homes and a lack of clear answers from utility services. Heating is reportedly down not only in residential buildings but also at social infrastructure sites, with indoor temperatures falling to 0 degrees. “The problem is that it’s -50 degrees outside, and it’s 0 degrees inside the post office because there’s no firewood for heating,” said a resident of the village of Ust-Mil. Locals note the heating troubles began long before the current deep freeze. After the first snow in September, the launch of the heating season was postponed several times.

Street fighting rages in Hulyaipole as Russian forces try to cut Ukrainian supply lines
Russian forces are intensively shelling settlements along the supply route to Hulyaipole, seeking to cut Ukrainian defenders off from logistics. The situation in Hulyaipole, Zaporizhzhia region, remains severe, with dozens of clashes recorded daily as Russian troops try to sever supply lines and take control of the town, Vladyslav Voloshyn, spokesperson for Ukraine’s Southern Defense Forces, said on television, according to Ukrinform . “The enemy continues assault operations, attempting to push the Defense Forces out of the city. Street fighting is ongoing; every day we record two to three dozen engagements taking place directly in Hulyaipole,” he said. Voloshyn said Russian troops are trying to insert small groups to consolidate positions, but Ukraine’s Defense Forces are blocking their advance and striking them. “The enemy tries to bring in consolidation groups and leave them on certain positions. Ukraine’s Defense Forces are blocking the enemy’s movement and delivering fire strikes on these groups,” Voloshyn said. He added that Russian forces are actively attacking settlements along the logistics route from Pokrovske in Dnipropetrovsk region toward Hulyaipole. Fighting continues in Dobropillia, Pryluky and Varvarivka, he said. The spokesperson also reported Russian airstrikes using guided aerial bombs on Hulyaipole and nearby settlements. He emphasized that the highest number of engagements is on the Hulyaipole axis, though other sectors remain active. “The largest number of combat clashes is on this axis, but the Oleksandrivske direction is also quite active, with intense fighting,” Voloshyn noted. He said Russia’s main objective is to capture Hulyaipole. Earlier, Voloshyn said Russian forces are trying to break into the center of Hulyaipole in Zaporizhzhia region, while moving consolidation groups to the outskirts. The Armed Forces of Ukraine commented on the possible capture of a command post in Hulyaipole.

Ukraine’s military intelligence claims responsibility for explosion at Russian base in Ussuriysk housing the 80th brigade
Agents from Ukraine’s Main Directorate of Intelligence (GUR) infiltrated a military compound in Ussuriysk and carried out a sabotage operation, media sources said. Russian authorities described the incident as a domestic mishap, but local residents reported a powerful blast heard for kilometers. What happened in the Russian city located roughly 6,000 kilometers from Ukraine? Explosions in Ussuriysk struck military unit No. 19288, home to the 80th Vitebsk Red Banner Command Brigade, according to the outlet RBC-Ukraine , which cited GUR sources. The brigade took part in combat operations in Ukraine and has been accused of committing war crimes against Ukrainians, those sources said. A large contingent of law enforcement responded to the scene, which appears at odds with official statements blaming a “welding machine explosion.” The incident unfolded on December 24 in broad daylight. Two blasts detonated in a parking area near the base, which GUR says were planted by Ukrainian agents. Police, Russia’s Federal Security Service (FSB) and firefighters all responded. Russian media also noted that nearby streets were cordoned off—despite the official explanation citing a “welding machine.” They also pointed out similar “pops” reported in Primorye on December 18. “Documented facts include war crimes, shootings of civilians in temporarily occupied territories, including children,” GUR sources said. Primorsky Krai Governor Oleg Kozhemyako did not mention the Ussuriysk explosion. Meanwhile, Google Maps shows the military compound sits on the city’s southwestern outskirts. Russian social media channels carried a series of posts about what happened in Ussuriysk on December 24. Footage from the scene showed roughly a dozen vehicles from security services responding to what was officially described as a “welding machine fire.” Local residents, however, wrote that the blasts were distinctly loud and did not sound like minor “pops.” The incident occurred early in the morning, just as the workday began, raising questions about why a “welding machine” would have been operating so early—and why “half the city” heard the explosions. On December 22 GUR agents infiltrated a military air base in Lipetsk and set fire to two expensive Russian military aircraft; video from the moment of the arson later surfaced.

Putin says territorial concessions possible in Ukraine talks
Russian President Vladimir Putin remains ready to make concessions agreed at the Anchorage summit, he said at a State Council meeting on Thursday, December 25, Kommersant reported . As Ukraine’s Strana.ua notes , and as earlier reports in other media indicated, this would include dropping the demand that Ukrainian troops withdraw from parts of Zaporizhzhia and Kherson regions that the Kremlin declared part of Russia after “referendums” in occupied territories in the fall of 2022. According to Kommersant, at the State Council meeting Putin focused largely on talks with the United States and Ukraine over a plan to halt the war. He said a “partial exchange of territories from the Russian side as well” could not be ruled out. At the same time, Putin stressed that “the status of the Kramatorsk–Kostiantynivka–Sloviansk junction (in Ukraine’s Donetsk region) is not up for discussion.” Putin said Russia and the United States are discussing joint management of the Zaporizhzhia nuclear power plant. He claimed the U.S. had shown interest in mining at the facility and initiated talks on supplying electricity to Ukraine. Asked whether Ukrainian specialists can work at the plant, he said they are already there, “they just have Russian passports now.” He also said that after talks with European leaders, the U.S. side “backed away” from some of its proposals, calling it a sign of weakness. On the morning of December 26, Ukrainian President Volodymyr Zelensky said he would soon meet with U.S. President Donald Trump. “We’re not wasting a day. We agreed on a meeting at the highest level—with President Trump in the near future. Much could be decided before the New Year,” he wrote on Telegram. According to a source cited by Ukraine’s The Kyiv Post, if all goes according to plan, the meeting could take place as early as December 28. In late November, Trump said he was ready to meet with Zelensky and Putin only if a peace agreement between the countries “is final or in its final stage.”

Russia appoints businessman Yuri 'Yura Unitaz' Vaganov to lead drone forces
Russia has appointed Yuri Vaganov, a businessman and volunteer from the Moscow region with no formal military education, to command the Armed Forces’ unmanned systems forces, according to reports by Russian bloggers and a source in the country’s drone industry cited by The Moscow Times . “The person appointed commander is widely known to many involved in the ‘special military operation’ as ‘Yura Unitaz.’ He not only lacks military education… he used to sell plumbing supplies, which is where the nickname comes from. He later became a monopolist in supplying FPV drones to Russian troops,” one source said. Another source claims Vaganov works closely with Deputy Defense Minister Alexei Krivoruchko and that their relationship is “purely about commerce,” rather than the development and deployment of unmanned systems in modern warfare. In December 2024, at a Defense Ministry board meeting, Andrei Belousov, acting on President Vladimir Putin’s instructions, ordered the creation of a new branch within the Russian military: the Unmanned Systems Forces. In June 2025, Putin himself confirmed at a meeting on the state armaments program that such forces were being established. On November 12, Komsomolskaya Pravda and other state media reported that the formation of Russia’s unmanned systems troops had been completed. No details were previously released about the new branch or who would command it. During a televised call-in show, Putin said he had sent 700,000 people to fight in Ukraine. Recruitment for the drone forces was even opened as a competitive process. Meanwhile, the Kremlin bristled at President Volodymyr Zelensky’s Christmas greeting, prompting Putin’s press secretary to convene a briefing with reporters.

Zelensky says Belarus is helping Russia bypass Ukraine’s air defenses
Ukrainian President Volodymyr Zelensky said that Russia is using Belarusian territory to strike western regions of Ukraine. He said the enemy can see the lines of Ukraine’s air defenses. Zelensky made the remarks about Russia using Belarus to attack Kovel in response to a question from Novyny.Live . He said a meeting of the Supreme Commander-in-Chief’s Staff was held on December 26 focused on drones, defensive lines and responses to Russian strikes, particularly with “Shaheds.” “There is a problem: they can see our lines, the lines of interceptors that we’re using quite effectively, and they want to bypass them. They are bypassing them thanks, among other things, to Belarus,” Zelensky said. The president stressed that Russia is not only using Belarusian territory, but also receiving technical assistance from Minsk. “This is a serious issue. I’ve assigned the necessary tasks — there will be an answer at the next meeting,” Zelensky said. Earlier on December 26, the monitoring channel Strategic Control reported a new route for “Shaheds.” Analysts said Russian forces are attacking the Ukrainian city of Kovel using Belarusian airspace and conduct reconnaissance ahead of potential large-scale strikes. Ukrainian radio technology expert Serhiy “Flash” Beskrestnov on December 26 warned of risks to rail service between Poland and Ukraine due to intensified Russian attacks on the Kovel–Kyiv rail line. He also maintained that Russian forces are controlling Shahed drones from Belarusian territory.
