Poipiku finally updated the guidelines and the concealment guidelines got officially reverse and are now pretty much as they were before the December update. They also posted an apology statement for causing confusion and stated that they want to keep protecting the freedom of expression.

6. Criteria for application of concealment processing

If any of the following items are included, they must be concealed:
- Any area where genitals or similar structures are exposed or penetrated
- The area where the genitals, anus, or similar objects join with another person or object
- Parts that can identify individuals
- Parts depicting crime or self-harm in which the means of committing the crime are clearly visible

7. Concealment Processing Standards

Concealment refers to the following:
- Details are obscured by solid coloring, white-out lines, black lines, white lines, masking, patterns, partial erasure, or obscuration by other objects.
- Details are obscured by mosaic processing with a side size of 1/100 pixel or 4 pixels, whichever is larger, or any larger.

If concealment processing is required, all of the following criteria must be met:
- Concealment has been applied to all areas that meet the criteria for concealment application.
- The concealment process cannot be removed or mitigated.
- In the case of line drawings, the outlines must also be concealed.

When concealing content, if the part that should be concealed becomes unclear as a result of concealing a part of it, it will be deemed to have been concealed.

Apology statement from Pipa.jp: basically apologizing for causing confusion for the guideline update, and stating that they have reversed them.
