Let me offer a friendly devil's advocate point as an intellectual exercise:
If authoritarian regimes merely appear strong until their fragility is exposed, the flipside is also true: the underlying fragility is not a factor while the regime remains "strong;" only when it becomes a factor do we

It has changed operationally, in terms of its organization, warfighting capabilities, and diplomatic/PR capabilities. It has changed operationally, in terms of its organization, warfighting capabilities, and diplomatic/PR capabilities. But I am not convinced & do not believe for a nanosecond that it has changed in substance, stance, ideology, or in terms of the menace it poses to multiple communities in the region.
During my night walk yesterday, I first came across a rabbit, who ran into the bush rather too quickly. The reason became apparent when a fox appeared just ahead, who looked at me in the deserted street and focused back on the bush. As I stopped to watch the unfolding drama, the rabbit rushed out

Dealing with incompetent people is frustrating, yes. But when incompetence and indifference combine, it creates something not too far from active evil. I'm willing to bet that at least as much harm has been done to people by this combination as anything intentionally evil.
