It has changed operationally, in terms of its organization, warfighting capabilities, and diplomatic/PR capabilities. But I am not convinced & do not believe for a nanosecond that it has changed in substance, stance, ideology, or in terms of the menace it poses to multiple communities in the region.

Dealing with incompetent people is frustrating, yes. But when incompetence and indifference combine, it creates something not too far from active evil. I'm willing to bet that at least as much harm has been done to people by this combination as anything intentionally evil.
