What it does is instruct Federal employees to do or not do something.
In this case, to treat certain citizens as though they are not.
This is likely to continue for some time and probably evolve into a 5th Amendment issue.

Folks, the feds aren't gonna spend a lot of time on chitchat. If you're brown, have any kind of accent, or have a name that rolls off the tongue like music, expect to get balled up. Know your rights.
