Velsicol, a maker of pesticides, has proposed handing over its 83-acre defunct facility in North Memphis to the Tennessee Department of Environment and Conservation. If TDEC accepts, the state, will be left to handle contamination including a baseball diamond-shaped pile of hazardous waste.
