Art. II core powers of Trump are: C-in-C of Armed forces & militias; pardons, foreign relations. Arguably any act that, according to Trump, falls in these buckets carries an impenetrable shield of conclusive immunity & cannot be questioned. Trump's motives for these acts can't be questioned.SCOTUS
