I think it would be an interesting exercise to attempt to quantify the value of maximising what can be done without renegotiating the TCA.
There are some barriers that are hard to justify. Like non recognition of conformity assessment.
Sir Ian Brownlie’s answer to this was reportedly ‘it must - look at my bank account’.
