Quite right, albeit in parts of the country - GMP, London, North, South & West Yorkshire - the PCC already is de facto the deputy mayor. My sense is that this might herald some back-door mergers of forces where they can (relatively easily) be mapped onto new Combined Authority arrangements by 2028.
