I once had a meeting to determine who should be on the call to determine the meeting schedule for planning meetings. This was a company that bragged about being Agile. They used a framework called safeagile which is probably exactly what you think it is.

Is there a methodology which combines classic waterfall methodology with hard top down requirements management, ITIL and the SAFe agile approach?

When your team sees how their work affects real people like a nurse relying on an e bike, building hardware becomes about solving problems, not just checking specs.

We moved to Agile in 2021, which rather amazed me. I first certified in Agile in 2012, when no one cared, and in SAFEAgile in 2019 when the bank sponsored it. They are both valid ways to get the work done, and each has adherents. Agile works with some teams, but not all, in my experience.
