If you fork the software, you can maneuver carefully to change the license to GPL3-or-greater. This is inherent in the EUPL1.2.

There is a wider issue with the preference for MIT/Apache dual licensing, over GPL3, imo. But the infrastructure dependence is a single point of failure, requires compromise of community values, and prevents organized action like bds.

Worse is 'Linking code' language used as an attempt to say you have to accept the GPL3's terms if you want to write code that interfaces with Linux's internal API. This wouldn't stand up in court, but LKML stalwarts think marking a function 'GPL3' is legally binding on third parties for ever. [7/?]

As well as all this, you also have to cope with the GPL3, and it's border-line SovCit defenders. The GPL3 is a terrible licence, with poorly thought out consequences and wording, and under no circumstances should you use it. But it's a holy document to some. [6/?]

Everything I write is 3-clause MIT, Apache2, GPL2, orLGPL2, I doubt the enforcability of GPL3.
But, this is a whole other way of looking at this, particularly for piddly user facing software. I can get behind pissing off corporate lawyers as a top priority, above enforcibility of your license.
