Answer to UK House of Commons written question UIN 68137, tabled on 15 July 2025 and answered on 22 July 2025: The contract for the Federated Data Platform and Associated Services (FDP AS) includes provisions to ensure interoperability and support for market development through the use of open standards. As part of this, the platform is underpinned by the NHS Canonical Data Model (CDM), which provides a consistent and open data schema that all parties connecting to the FDP must use. This ensures that data can be shared and understood across different systems and platforms, supporting interoperability and reducing the risk of vendor lock-in. To further support transparency and innovation, NHS England has taken steps to publish the CDM on GitHub. This enables developers and suppliers to understand the structure and semantics of the data used within the platform, and to build compatible solutions that can integrate with the FDP. The publication of the CDM is part of a broader commitment to openness and technical sovereignty, ensuring that the National Health Service retains control over its data infrastructure and can transition to alternative providers if needed.

Federated Data Platform - Canonical Data Model The Federated Data Platform (FDP) Canonical Data Model (CDM) is rooted in the logical CDM. The logical CDM represents and captures data across the NHS estate and helps to standardise data collected, stored, and disseminated by various platforms and products. This is being developed by the NHS and dictates the data structure for products developed in the FDP. The FDP CDM model is developed based on the logical CDM. Any alterations to meet performance or application requirements will be logged and reconsolidated with the model. Details as to how the logical CDM will shape its implementation on FDP will be published when the logical CDM is released. Any updates made to the FDP CDM will be published to the GitHub repository on a monthly basis. The intent is to expand the CDM aligned to products in current development. Proposed updates will be assessed to avoid the need for any breaking changes unless deemed absolutely necessary.

First, companies exist because society lets them. We give shareholders the right to limit their personal liability if the company fails. That's an extraordinary concession. In return, society has every right to demand full disclosure of how these companies perform. Transparency is the quid pro quo for limited liability. Second, if some companies can hide their true profits while others cannot, the playing field is distorted. Public accounts mean everyone can see who is competing fairly, who might be undercutting with unfair practices, and where market abuses may be happening. In other words, open data helps genuine competition. Third, openness encourages tax justice. One of the simplest ways to tackle corporate tax avoidance is to shine a light on it. If we all knew how much profit each company was making, it would be much harder for them to avoid their responsibility to pay tax. Public scrutiny is often a far more powerful deterrent than any audit.

Ministers are set to shelve reforms to Companies House that would have required businesses to file their accounts in a more onerous way as part of the government’s attempt to reduce red tape on UK plc. Under legislation brought in by the previous government, small and micro companies would from April 1, 2027, have to disclose their profit and loss statements for the first time as part of their annual accounts. The proposals were designed to remove long-standing exemptions that allowed those companies to file "abridged accounts". All companies would also be required to file their annual accounts using compliant software in a format known as iXBRL (Inline eXtensible Business Reporting Language). But one ally of Jonathan Reynolds said the business secretary would reverse the plans in order to lighten the regulatory load on businesses. "This will not happen as long as Jonny is in place," they said. "It doesn’t fit with our plans to cut regulation."

This Data Standards Authority work is relevant to digital ID and the anti-trans "sex data" attack line used in recent Data Bill debates. DSIT says the pilot group will "ensure appropriate consideration of data related to sex and gender".

The pilot group benefits from representation across a wide range of organisations, including the Office for National Statistics, HM Revenue and Customs, Home Office, Department for Work and Pensions, NHS(England), the Office for Digital Identities and Attributes, MHCLG, and the Police Digital Service. Moving forward, we plan to include expertise from the Office of Equal Opportunities and the General Registrar's Office to ensure appropriate consideration of data related to sex and gender, as well as representatives from the Devolved Administrations to ensure alignment across borders.

So far, the draft baseline includes: ● 21 compiled specifications, covering all the main application types (e.g. householder applications, listed building consent, hedgerow removal notices) and several sub-types (for example, prior approval for a larger extension, prior approval for additional storeys) ● 83 components, each representing a reusable section of an application ● 29 codelists—these are sets of predefined values used to ensure consistency (e.g. types of trees, materials, or site constraints) To avoid disrupting current processes, we've tried to keep the specifications as close as possible to existing forms. We plan to make improvements—like rationalising components—in future iterations.
