Yeah - in order to be accepted, not only do you have to agree to conform to the CABF baseline requirements, you also have to pass Webtrust audits (and continue to be audited annually). While CAs participate in CABF the browsers really are in control.

Compare to sys for SSL certs. Who gets to issue certs? Who decides who can issue? The system is complex, involving Root Authorities (Apple, MS, Google, etc.) and WebTrust or ETSI and is often a lengthy, highly technical vetting process. @proto is new, so bootstrap with less. Later on, more layers.
