You can parameterize search queries (although I had the full text in my #elasticsearch query). For example in a web app you would take the user input from a text box and pass it via the JS Language client:

I'm not sure that people do think of them as user fees. Maybe wonks like you and I think of them as user fees. I doubt that normies think there is any difference. In practice they are not really true user fees, because a lot of the toll revenue is siphoned off for NJ Transit, Gateway etc.
