GNSS (GPS and the like) can be used to measure water level, using reflectometry. The direct signal from the satellite also arrives late at the receiver due to reflection off the sea, and signal-to-noise levels change with the angle as the satellite passes overhead. 🌊

if you're trying to understand Microsoft's latest quantum headline grab, I would recommend skimming Nature's peer review docs. opinion was split to say the least, with 2 of the 4 referees recommending that the paper not be published at all static-content.springer.com/esm/art%3A10...

I also maintain gnss-reflections.org - which has a link to the biggest and best compilation of tide gauge results using GNSS reflectometry (Simon Williams and PSMSL). You can also give a look to how the method can be used to measure soil moisture, snow accumulation, and vegetation water content.

that's interesting about the underground power lines...

my previous job used time domain reflectometry to detect fuel level in tanks. You could implement a TDR to find shorts in overhead power lines pretty easily; the only thing is determining the velocity factor and characteristic impedance
