Yes, they add additional value. But they aren't building, deploying, and operating GOES or JPSS satellites. They aren't maintaining and operating the NEXRAD network. And they aren't issuing severe weather watch and warnings.

NOAA and NASA are in charge of the JPSS (Joint Polar Satellite System.) They want to dissolve NOAA. It has overall charge of the JPSS.
