Yes he should be arrested and charged by the police. Even though a pepper ball launcher like this is considered non-lethal, a close range shot in the face can still kill. It's why paintball players use facepro. Also, it's not ICE. Wrong uniform, equipment, and vehicle.

Gamedays are about £30-40 slightly higher with hire kit.
Then skys the limit on your own gear. A sensible good but cheap brand RIF, eye/facepro and a chest rig would be £200-250.
If theres a site sort of your way I could always bring my spare kit up.
